WebSpeaking as someone who grew up in a small town (about 2k) I don't think you can. If anything should have saved small towns it was the internet. The "internet" is still not a option for a LOT folks living out in the boonies. Not to mention you certainly can't get groceries delivered to your home out in the boonies either.
