WebI'm away from my PC so I can't check to be sure, but I think those options are greyed out because you haven't actually selected an individual curve to add a modifier to; you can't add them to several channels at once and "key" is a collapsed set of curves. Try expanding it, selecting something under it, and seeing if those options remain greyed ...
